The 1996 Universal Declaration of Linguistic Rights is to be the Protocol\u2019s chief guide. Another fundamental reference document will be UNESCO\u2019s 2003 report, \u201cLanguage Vitality and Endangerment,\u201d which lays down specific evaluation indicators.
