Seg\u00fan las palabras pronunciadas por Paul Bilbao secretario general de Kontseilua durante la presentaci\u00f3n este protocolo ha supuesto un ejercicio pr\u00e1ctico de empoderamiento hist\u00f3rico, en tanto que los agentes sociales han demostrado su capacidad para confeccionar una herramienta eficaz para responder a las necesidades ligadas a la garant\u00eda de los derechos de las lenguas minorizadas.
