Gizarte eragileen proposamenekin eta Batzorde Zientifiko baten aholkuekin osatu da. Herritar guztien hizkuntza eskubideak bermatuak egon daitezen hartu beharreko gutxieneko neurriak jasoko ditu. Horren ondorioak Donostian, 2016ko abenduan aurkeztu ziren Europako Kultur Hiriburutzaren baitan.<\/p>\n<h4><strong>Oinarria: Bartzelonako Deklarazioa:<\/strong><\/h4>\n<p>1996ko Hizkuntza Eskubideen Deklarazio Unibertsala hizkuntza eskubideen defentsan gizarte zibilak egindako ekarpena izan zen. Hogei urte beranduago, Donostian, urrats berria egin dugu.<\/p>\n<h4><strong>Gizarte eragileen lidergoa<\/strong><\/h4>\n<p>Egitasmo honek gizarte eragileetan izan du abiapuntua. Horiek ahaldundu ditu itun sozial garrantzitsu bat adosteko, ondoren, maila guztietako erakundeek bere egin dezaten.<\/p>\n<h4><strong>Protokoloaren eratze prozesua<\/strong><\/h4>\n<p>Gizarte eragileek eta hizkuntzen alorrean interesa duen orok Protokoloak jaso behar dituen neurri zehatzak proposatu zituzten 2016ko lehen seihilekoan. Batzorde Zientifikoak neurri horiek antolatu ondoren,\u00a0 Talde Antolatzaileak gizarte eragileei aurkeztu zizkien dizkie berau berretsi dezaten.
